The problem “The elder scrolls: V Skyrim failed to start” will appear if you are using programs that interfere with Steam. Make sure to temporariyl disable security tools.
Solution Disable or remove Airfoil and F-Secure
Clean your steamapps folder to fix error code 51
1. Step Go to C:\Program Files\Steam\
2. Step Right-click on steamapps and rename it to steamapps.bak
3. Step Restart Steam
4. Step Re-download Skyrim

I ran into a conflict with Airfoil and Skyrim if “Instant On” is used in Airfoil. If you set Airfoil to “Instant On” in the Preferences – Extra tab it will cause problems.
To fix: I added SkyrimLauncer.exe and TESV.exe to the Exclude List and it fixed the problem.
