The shortcut to shutdown has been changed in Windows 7:

Windows 8 Users
On Windows 8 you need to first sign out on the Start screen before you can shutdown, but you can create a shortcut too, more about it here
better is to create batch file. keep it in c drive. and create its short cut on desktop. so that u can shutdown, restart and even hibernate youre system on one click press

I most often hibernate my system, and that is because I have a bunch of programs open and want to resume work at exactly the point where I stopped.
But this also implies: The desktop is hidden by the open windows.
So a shortcut on the desktop is as far away as the windows start menu’s item.
Better is: Activate the Quick-Launch in the taskbar and add the link to the bat-File there. (You can even change the Icon to the typical power-button sign).
Windows Key + R then type “shutdown -p”
